It's a complete costume but you'll need to make some modifications to actually use the backpack and hoses. The straps for the backpack attach to the front pouch and are super short and loose. There is zero chance you're going to walk around with this thing on as it just falls off immediately. The straps need to be sewn in place or replaced. There are only half the number of hoses as there are connectors on the front. The helmet is a tad narrow, front to back so it pushes up against your chin. A heat gun might be able to fix that.
